The fertile, winter-proof land benefitted from Henry Flagler’s railroad extension, and the area grew as a tight-knit, family-style farming community, eventually being incorporated into Delray Beach in 1927.

The Set is the fastest growing neighborhood within Delray Beach – occupying 19% of the City’s population (with population growth totaling 19.2% from 2010 to 2015, compared to 4.7% growth in the rest of the City). Right now, The Set is undergoing continued transformation which is being defined through a unique collaborative planning approach between the City of Delray Beach, the Delray Beach Community Redevelopment Agency, the West Atlantic Redevelopment Coalition, and the community, led by the IBI Group (Florida). (WARC) is a nonprofit organization that was created to advise the Delray Beach Community Redevelopment Agency (CRA) and The City of Delray Beach on redevelopment issues in the West Atlantic area. WARC was established as a 501(C)3 organization in 1996 as a result of a collaborative planning effort between the Delray Beach CRA, the City and the residents, property owners and businesses of the West Atlantic area. The West Atlantic Redevelopment Plan identified the need for a community based institution to represent the ongoing interest of the West Atlantic area. Over the past several years, the WARC Board has served to:
- Help promote the West Atlantic area for redevelopment,
- Advocate for the economic and sustainable growth of the surrounding communities, and
- Liaison and advice the City and CRA on improvements and developments in the West Atlantic area.
